Councils all across the UK are dealing with pressure to provide more housing for local people. They approach it in different ways though. Ealing Council has an interesting programme where they buy homes in bulk from developers. They are planning to expand this with a new agreement for a block in South Acton. The programme
As we said, Ealing Council is happy to work with different developers to purchase homes and turn them into social rent properties. To date their programme has given them an injection of 290 homes, including 180 in Southall and 110 in South Acton.
The latest proposals are for 95 homes at Bollo Yard. Developer Hurlington is in the process of redeveloping the site of a former low rise industrial estate. The land was previously light industry, warehousing, and offices. However, the project will deliver a new mixed-used 11 storey block, including homes, amenity space, a courtyard, play space, and a commercial element with flexible workspace.
The initial plan for the development was the homes would be 100% affordable. It would have been a split of 49 affordable rent and 46 shared ownership.
The agreement
Ealing Council is considering purchasing all homes at Bollo Yard. The units, a mix of one, two, and three bed properties, would be available for people on the Council’s housing register when they are complete. Interestingly, the numbers suggest this would be an excellent deal for the council. They would spend £30.28m on the homes, with funds including a GLA grant, money from Rent to Buy, and an element of borrowing. It works out to less than £320,000 per home. Significantly, the estimate is the open market value of the homes would be over £560,000 per property.
It will be interesting to see if the project does get approval from the full council. Officers have recommended it, saying it would be an excellent opportunity to increase the supply of affordable council housing in the borough. Critically, it would also allow them to reduce their waiting list and reduce reliance on temporary accommodation.
The expectation is the homes will be ready in the first half of 2028/2029. Construction is underway on the site. Additionally, it’s been reported that Hurlington has already accepted the offer.
