Waltham Forest Council has given approval to plans to construct student halls on the St James Health Centre site. Tribe Student Housing now has the council’s permission to proceed after the centre relocates to the local Brunner Road in October 2024.
Tribe has already constructed three sites in South London to date. So, the latest one for Walthamstow will join their portfolio and give options for local students.
The halls
The buildings will contain 224 student rooms and be three to six storeys high. They will be around a courtyard with an entrance that’ll be on St James Street.
There are neighbours residing opposite the health centre inside the seven storey Hops House. They attended the approval meeting to raise their issues about loss of privacy in their homes and overshadowing. However, councillors on the Waltham Forest planning committee gave approval for the scheme. They did so after following advice given by their planning officers. They said the impact of the structures would be acceptable.
In their report, the planning team said that the development would not block enough light in Hops House to justify refusing planning permission. In addition, the loss of light to the neighbouring Brewery and Essex would be relatively small. As a result, the losses don’t outweigh the development’s advantages. So, it advised the committed to grant approval.
The committee’s only Conservative member, John Moss, proposed that the decision be delayed. This was until they could clarify the light concern. But, Labour’s Kira Lewis backed out of supporting the suggestion. This was after Justin Carr said that balconies were the reason behind the lost light. He is the assistant director of development management building control.
The plans are also going to bypass the Mayor of London’s planning phase for massive developments. This is because 35% of the rooms are going to be categorised as “affordable”. If you need guaranteed rent in Waltham Forest, ask us.
What will the student rooms include?
Affordable hall rents for students are roughly £600 per month. This is 55% of the maximum student loan that is available in London. The 224 rooms will include 99 with en suite bathrooms. They will be within a “cluster” around a shared living area. Around 125 of them will be self-contained studios. They are going to be exclusively marketed to students of Portsmouth University’s Walthamstow campus. This will be for the first three months.
The ground floor of the development is going to come with 525sqm of commercial space that faces the street. So, it will provide new opportunities for businesses too.
The development will cost £42 million for construction. This is according to the financial viability assessment of Tribe Student Living. Estimated profits are around £6 million.
