Waltham Forest is currently in the latter stages of creating their new Local Plan to shape development in the borough in the next decade. Positive overall
Generally, the response to the Local Plan is positive. The Planning Inspectorate believes the document will allow Waltham Forest to achieve their goals to build new housing and create new commercial floorspace. In fact, the review expects they can exceed both targets, delivering 30,300 homes (the target is 27,000) and more than 52,000sq/m of employment space.
Changes
While the overall response is positive, some sites identified for development have been criticised. Sadly, the Government feels they are not suitable for the type of redevelopment they are proposing. However, this isn’t necessarily a bad thing; it is quite normal and most councils plan for it.
The crucial thing here is the Planning Inspectorate requests the removal of a number of sites. There are 11 in total for housing and 7 for commercial floorspace. The original work to identify them won’t go to waste though; they are still “opportunity sites” that could be viable in the future. Most of the sites to remove from the Local Plan are on the smaller side. However, there are some crucial ones. Firstly are proposals for 190 flats shop in Leytonstone on what was previously a Matalan shop. Secondly are plans for 130 homes on a former TA Centre in the same area.
The biggest change is for Temple Mills, also in Leytonstone. Proposals were to build 700 new homes as part of the redevelopment. However, the housing element will be removed. This will ensure the site is safeguarded for infrastructure, crucially construction of the new Ruckholt Road Station.
Another big change is plans for Leyton Mills. The Local Plan proposes building 700 homes as well as a new bus depot. There is no major removal here; instead the recommendation is to ensure the redevelopment will enhance cycle and pedestrian routes, preserve views, and protect green space.
Finally, there are similar changes for plans for Montague Road Estate. Proposals for 181 additional homes can progress, but the developer will have to preserve and enhance heritage assets.
