The project
London Square bought the development site in 2022. It is part of the Chapmans and Sapcote Industrial Estate in the Church End Growth Area. The local council recognised the latter as part of the borough that needs transformational change. They have a masterplan to unlock the potential of the area. This will celebrate the culture, history and community in the area while also resolving issues like overcrowding and a low quality environment.
The plan from London Square is to build six new blocks on the site. They will range in size, with the tallest reaching 19 storeys and the smallest just 4. The development will create 301 new homes, with 108 one bed apartments, 148 two bed, and, 45 three bed. Of these, 48 (19%) will be affordable. In addition, the work will create a supermarket, a cafe, and a gym.
The response
Counsellors chose to give the project a green light, so work can begin soon. The goal is for completion by 2028.
While the project got permission, there were some negative responses to the plans. One member of the planning committee voted against giving approval. Cllr Elliott Chappell did not think the benefits of the project “outweighs the harm”. He was particularly critical of the lack of amenity space.
There was also criticism from Cllr Liz Dixon about the affordable housing in the scheme. The Council’s target is 50%, massively more than the 19% here. However, London Square said the 48 homes is the maximum they can deliver and make the scheme viable. Luckily, there was support for the fact the homes will all be available at London Affordable Rent levels. Cllr Matt Kelcher also said that the target was for all developments rather than individual applications, so 19% here could balance as some other schemes are 100% affordable.
Another bone of contention is the height and design of the new blocks. There are concerns from residents that the high rises will be “out of keeping” with the area. This leads to the fear it could then allow other developers to build more tall buildings in the area. However, London Square said the buildings have been “carefully designed” to suit the area. Most importantly, they will be high quality buildings.
Finally, there were concerns about the impact on local infrastructure. Locals are worried about things like access to GPs and dental services. Plus, they have fears that the new influx of residents will cause trouble at Dollis Hill Tube Station, especially during the busiest parts of the day.
