In July 2023 Islington Council said they were planning to expand their licensing scheme for private landlords. The original one meant that every landlord in Finsbury Park had to get a licence and comply with the terms. However, they would be expanding it to cover Tollington and Hillrise too. The licensing
Islington’s Council chose to take action because of concerns about the quality of housing in the wards. It was also a response to some locals complaining that their landlords did not listen to their concerns and left them in unsafe homes.
Around a third of all homes in the borough are private rentals. As a result, the responsibility is on landlords to ensure they are safe and habitable. Sadly, the local authority said some rogues weren’t doing this, instead leaving people living in poor quality homes so they could dodge maintenance costs.
To resolve the issue, crackdown on rogues, and protect residents, the council now requires landlords in the three wards to get a licence. They must sign up, get the licence, and comply with the conditions. Most crucially, they have to ensure that properties are safe, habitable, and affordable.

With the scheme, the local authority has the power to penalise landlords in Finsbury Park, Tollington, and Hillrise. Counsellor comments
Una O’Halloran, the Executive Member for Homes and Neighbourhoods, had a statement about the licensing scheme. She said the council would stand with tenants to “make sure they have the protection, and the homes, they deserve”. She said that while most landlords in the borough are responsible, they want to support those that do have concerns about the quality of the homes they are renting.
