Over 100 new council houses will be built in the second and last phase of a crucial South London regeneration scheme. Wandsworth Council gave approval for alterations to the revamp of Brownfield land on Garratt Lane. This will create 113 new affordable houses. Original plans
All this comes following the council approving outline plans for the complete scheme in 2020. The developer responsible is Higgins Homes PLC. Phase one was complete earlier in 2024, with 110 homes on the site. Among these were 72 affordable homes.
Small alterations
Wandsworth Council’s planning committee approved changes to the scheme’s second phase on April 24th. Originally, the proposal was for 83 houses in two residential blocks. This included 14 to be provided under shared ownership on the site’s northern area. The changes mean 30 more units, with the total coming to 113. All of these will be acquired by the council so they can offer them at social rent. Additionally, the heights of the residential blocks are bigger, increasing to six and seven storeys from five.
The committee also gave approval for some small alterations to the new NHS Brocklebank Health Centre’s design. This is being constructed under the scheme’s second phase. They won’t influence its overall appearance and scale though.

Councillor comments
Councillors raised concerns relating to the seven storey apartment block’s height during the meeting. Yet, they also gave support for the amount of affordable housing it would supply.
Guy Humphries, Conservative councillor, stated how horrified he was at the maximum planned length. His argument was that the scheme was attempting to pack too much into the space.
Paul White, Labour councillor, had concerns relating to the scheme’s height. Although, he did conclude it would have a positive impact on the area overall. This is because it would offer more council housing. According to him, it would aid families currently living in substandard temporary housing. At times, these people can be miles away from their family networks. With more housing, they’d be able to make their way back to the borough in satisfactory properties.
Tony Belton, Labour councillor, said that the development would look far better due to the redesign. There isn’t any getting around the truth that they need the scheme. London is still a growing city, one that needs a fair amount of housing.
At the end of the meeting, councillors gave a 5:3 vote in favour of the application. So, the second phase can proceed with the changes.
